The National Department of Transport is seeking a highly skilled and detail-oriented professional to join our finance team as a State Accountant. Who We Are Looking For
The ideal candidate is someone with strong financial management experience, meticulous attention to detail, and a deep understanding of the Public Finance Management Act (PFMA), Treasury Regulations, and departmental financial procedures. Candidates must demonstrate reliability, accountability, and the ability to work independently while contributing to a team-focused environment.
Key Requirements
- Educational Qualification: A recognized qualification at NQF Level 6 in Financial Management.
- Experience: 3 to 4 years of experience in a financial management environment.
- Technical Expertise: Experience processing payroll, staff claims, and other financial transactions using financial or accounting systems.
- Financial Skills: Ability to perform ledger reconciliations, identify errors or misallocations, and prepare supporting schedules for financial reporting and audits.
- Compliance Knowledge: Solid understanding of PFMA, Treasury Regulations, and departmental financial policies, and the ability to apply these in daily transactions.
- Systems Knowledge: Experience with BAS, LOGIS, SCOA, or other transversal financial systems, along with strong Microsoft Office skills.
- Analytical Abilities: Capacity to analyze financial data, detect discrepancies, and ensure accuracy in all records and reports.
- Stakeholder Liaison: Ability to communicate effectively with internal divisions, the National Treasury, the Auditor General, and other external stakeholders regarding financial transactions and claims.

What You Will Do
The State Accountant plays a critical role in maintaining the integrity and efficiency of the department’s financial management processes. Key responsibilities include:
Financial Transaction Processing
- Calculate, verify, and process staff claims and payments for accuracy, completeness, and compliance with policies and legislation.
- Capture verified claims and payment transactions accurately on financial systems.
- Ensure transactions are processed for approval within prescribed turnaround times and maintain proper filing of all financial documents.
Financial Control and Reconciliations
- Verify budget availability prior to processing payments or claims to ensure funds are correctly allocated.
- Review ledger accounts to detect errors, exceptions, or uncleared items.
- Perform monthly reconciliations of assigned accounts and correct misallocations through journals.
Compliance and Performance Management
- Ensure all transactions comply with PFMA, Treasury Regulations, and departmental financial policies.
- Report irregular, fruitless, or wasteful expenditure according to internal procedures.
- Apply internal control measures to prevent errors and ensure accountability.
- Compile and submit daily financial statistics and provide inputs for staff performance, leave, and training administration.
Reporting and Audit Support
- Prepare supporting schedules, accruals, and working papers for financial reports and departmental financial statements.
- Provide comprehensive documentation and information for both internal and external audits.
- Respond to audit queries in a timely and professional manner, ensuring transparency and compliance.
Stakeholder Liaison
- Communicate with internal divisions regarding outstanding or incorrect documentation.
- Liaise with clients regarding payments, claims, and related financial matters.
- Maintain professional communication with the National Treasury, the Reserve Bank, and other relevant external institutions.
- Provide clear, accurate, and timely financial information to assist in decision-making processes.
