Key Requirements

  • Educational Qualification: National Diploma in Civil Engineering.
  • Professional Registration: Compulsory registration with the Engineering Council of South Africa (ECSA) as a Professional Engineering Technician.
  • Experience: Minimum of six (6) years post-qualification experience in technical engineering, with a focus on water and sanitation infrastructure.
  • Driver’s License: A valid, unexpired driver’s license is required.
  • Technical Knowledge:
    • Technical design and analysis of water and sanitation services infrastructure.
    • Research and development methodologies relevant to water services.
    • Computer-aided engineering applications.
    • Project management principles, including scheduling, budgeting, and resource allocation.
    • Legal compliance and adherence to engineering standards, policies, and legislation.

Role and Responsibilities

As a Control Engineering Technician Grade A, you will provide critical technical support, project oversight, and advisory services to ensure the successful delivery of water and sanitation infrastructure projects in the province.

Technical Support and Project Assessment

  • Evaluate technical reports, designs, and business plans for Water Services Infrastructure Grant (WSIG) projects to ensure they meet required standards and objectives.
  • Review feasibility studies, engineering designs, and technical documentation for compliance with national standards, policies, and legislative requirements.
  • Provide expert technical advice to municipalities, contractors, and implementing agents on water and sanitation infrastructure development.

Monitoring and Evaluation of Projects

  • Conduct site visits and technical inspections to monitor the progress and quality of water and sanitation infrastructure projects.
  • Ensure projects are aligned with approved scopes, technical specifications, targets, and deliverables.
  • Support management in monitoring grant funding, ensuring project expenditures comply with the Division of Revenue Act (DoRA) and other applicable financial frameworks.

Compliance and Reporting

  • Facilitate and coordinate compliance reporting by municipalities and implementing agents.
  • Consolidate technical reports for submission to management and other stakeholders, ensuring accuracy and clarity.
  • Maintain proper records of technical documentation, project approvals, correspondence, and reports.

Stakeholder Engagement and Advisory Services

  • Provide technical guidance and support to municipalities and implementing agents to promote sustainable infrastructure development and maintenance.
  • Act as a point of contact for technical queries and collaborate closely with internal teams to ensure effective service delivery.
  • Support capacity-building initiatives within municipalities and project teams to strengthen technical expertise in water and sanitation infrastructure.

Planning and Implementation Support

  • Assist with the planning, implementation, and monitoring of water services infrastructure programmes to ensure sustainable and long-term service delivery.
  • Identify areas for improvement, propose technical solutions, and contribute to service delivery innovations.
  • Ensure projects are delivered efficiently, safely, and in compliance with engineering and environmental standards.
