- A minimum of four (4) years’ experience in a finance environment
- At least three (3) years at the State Accountant or Senior State Accountant level
In addition, candidates should have:
- Strong knowledge of the Public Finance Management Act (PFMA)
- Understanding of Treasury regulations and accounting standards
- Experience with financial systems such as BAS, LOGIS, and PERSAL
- Good communication, planning, and problem-solving skills
Key Responsibilities
This role involves overseeing a wide range of financial accounting functions that are essential to maintaining the integrity of the department’s finances.
Creditors and Supplier Payments Management
- Oversee verification and processing of supplier payments.
- Ensure all payments are valid, accurately allocated, and processed on time.
- Manage travel and subsistence claims as well as LOGIS payments.
- Ensure suppliers are paid within the required 30-day period.
Revenue and Debt Management
- Oversee the identification and recording of debts owed to the department.
- Engage with debtors to negotiate repayment terms in complex cases.
- Manage approval processes for debt repayment conditions.
- Monitor and manage suspense accounts and revenue collection.
Banking and Reconciliation
- Oversee bank reconciliations and bookkeeping processes.
- Ensure accurate allocation of all incoming funds.
- Monitor financial records to ensure accuracy and compliance.
Tax and Payroll Management
- Manage tax reconciliation processes in line with SARS requirements.
- Oversee payroll transactions and ensure alignment between PERSAL and BAS systems.
- Ensure the availability and accuracy of IRP5 certificates.
- Maintain and manage user profiles within the PERSAL system.
Expenditure and Financial Control
- Monitor expenditure to ensure alignment with budget allocations.
- Oversee creditor reconciliations to ensure timely and correct payments.
- Authorise payments such as pensions, medical aid, and tax contributions
- Ensure all financial transactions comply with regulations and standards.
Financial Reporting and Audits
- Compile interim and annual financial statements.
- Provide the required information to the Auditor-General of South Africa (AGSA)
- Maintain audit files and supporting documentation.
- Ensure readiness for both internal and external audits.
Resource Management
- Manage both human and financial resources within the unit.
- Ensure effective team performance and accountability.
